Look up the local Regional Wind Speed worksheet in the Solar Site Survey workbook to identify the suitability of wind energy available by location.  This table comes from over 20 years of measured wind speeds and provides only baseline values for wind energy.

Column O provides a rough power factor based on the recorded wind speeds and may be used to calculate a potential annual energy output forecast but with less then 50% confidence.  All this will do is help to evaluate the suitability of a site along with the system selected to get an approximation.  As the risk with accurate wind energy forecasting is always a low confidence output, few utilities will offer any sort of incentives at the time of writing.
